Licensing Specialist

Position Purpose:

The Licensing Specialist is responsible for facilitating the licensing process for prospective foster families and maintaining the required documentation for re-licensing current families of the Family Focused Initiative (FFI) Foster Care Program. The Licensing Specialist serves as a focal point of communication to support foster families by addressing concerns and providing information on resources to enhance retention and placement stability.

Essential Duties and Responsibilities:
 
  • Participates in foster parent pre-service training to orient prospective foster parents to the application, home study and licensing process.
 
  • Assists potential foster families with the application process and gathering required documentation.
 
  • Assesses the adequacy of the applicant’s financial status.
 
  • Conducts home visits, as needed, to address concerns regarding licensing regulations.
 
  • Creates and maintains current foster parent files to ensure they are consistently compliant with licensing regulations, which include documentation of:
 
  • Medical evaluation of foster parents and other household members every two years
  • Annual child protection registry clearances
  • FBI and State police clearances every two years
  • Three personal references
  • Current and/or prior employment verification and references
  • Documentation of liability and homeowner’s insurance 
  • Documentation of annual home inspection
 
  • Maintains accurate management information systems relating to licensing regulations and other programmatic related data, as necessary.
 
  • Maintains working relationship with external systems which include, but not limited to, the following: 
 
    • Resource Development staff with DC Child and Family Services Agency
    • Prince George’s County Social Services Agency
    • DC and P.G. County Fire Departments
 
  • Assists foster parents with coordination of supportive services and resources to navigate both the internal and external services to enhance delivery of services.
 
  • Advises foster parents on social, cultural, and educational enhancement activities to enhance child development in the home.
 
  • Provides consultation to FFI team to bring resolution to issues directly affecting the role of the foster parent and their child in care.
 
  • Maintains consistent contact with foster parents to enhance retention and placement stability.
 
  • Completes other tasks and duties as assigned.
  
Qualifications:
 
  • College degree (B.A., B.S.) with two years of related experience or high school diploma with three years of related experience.
 
  • Exceptional teamwork orientation with good written/oral communication skills.
 
  • An attitude compatible with the goals and purposes of NCCF.

Physical Demands/Work Environment:

While performing the responsibilities of the job, the employee is required to talk and hear. The employee is often required to sit and use their hands and fingers to handle or feel. The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and stoop, kneel, crouch or crawl. Vision abilities required y this job require close vision working with a computer monitor. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and vehicles. The noise level in the work environment is usually quiet to moderate. While performing the responsibilities of the employee’s job, these work environment characteristics are representative of the environment the employee will encounter. Salary: $55,000 - 59,500
