Administrator, Information and Technology Systems

Position Purpose:

The Administrator, Information and Technology Services provides executive leadership and oversight of NCCF’s technology operations, information systems, cybersecurity, telecommunications infrastructure, and digital initiatives. This position is responsible for ensuring that technology resources, data management practices, and information security strategies support the agency’s mission, regulatory requirements, service delivery objectives, and long-term organizational goals while promoting operational efficiency, innovation, accountability, and continuous improvement.
                                                                                                                                  
Essential Duties and Responsibilities:
·  Provide strategic leadership for NCCF's technology operations by developing and implementing a comprehensive technology vision, establishing long-range priorities, and ensuring technology initiatives support the agency's mission, operational goals, compliance requirements, and future growth.
  • Serve as the principal technology advisor to the CEO and Executive Leadership Team by evaluating emerging technologies, recommending investments and innovation opportunities, and guiding organizational decisions related to technology, information systems, and digital transformation.
 
  • Lead the development, forecasting, and management of NCCF’s annual technology operating and capital budgets in collaboration with agency and divisional leadership, ensuring technology investments align with organizational priorities, strategic objectives, infrastructure needs, cybersecurity requirements, and long-term sustainability goals.
 
  • Lead enterprise technology governance and oversight through the development of policies, standards, budgets, infrastructure roadmaps, risk management strategies, and performance measures, while regularly reporting on technology initiatives and outcomes to executive leadership.
  • Provide leadership, supervision, and strategic direction to the technology staff and establish departmental goals, objectives, performance measures, and service expectations.
 
  • Provide executive oversight of all network, server, cloud, telecommunications, software, hardware, and information management systems and ensure optimal reliability, performance, scalability, and accessibility of agency technology resources.
 
  • Oversee development and maintenance of cybersecurity policies, standards, and procedures and ensure implementation of security controls, vulnerability management practices, and incident response protocols.
 
  • Oversee disaster recovery planning, business continuity planning, and data backup strategies.
 
  • Coordinate responses to cybersecurity incidents and technology-related emergencies.
  • Establish agency-wide standards for data collection, governance, retention, reporting, and security in compliance with HIPAA and applicable local, state, and federal regulations.
 
  • Ensure technology systems support organizational reporting, grant requirements, accreditation standards, and compliance obligations.
 
  • Establish strategic relationships with technology vendors, consultants, managed service providers, telecommunications providers, and technology partners.
 
  • Oversee procurement, contract negotiations, software licensing, and technology purchasing.
 
  • Monitor vendor performance, service agreements, and technology contracts.


Non-Essential Duties and Responsibilities:
 
  • Attend professional conferences, trainings, and industry events.
  • Participate in accreditation, compliance, and strategic planning initiatives.
  • Represent NCCF in technology-related partnerships, community collaborations, and professional organizations.
     
  • Other duties as assigned.
Qualifications:
 
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Cybersecurity, Business Administration, or related field required.  Master’s preferred.
 
  • Project Management Professional (PMP preferred.
 
  • Minimum of eight (8) years of progressively responsible information technology leadership experience.
 
  • Minimum of five (5) years of management or executive leadership experience.
 
  • Demonstrated experience overseeing network infrastructure, cybersecurity programs, cloud technologies, telecommunications, and information systems.
 
  • Experience in nonprofit, healthcare, human services, government, or similarly regulated environments preferred.


Knowledge, Skills, and Abilities:
 
  • Extensive knowledge of enterprise technology infrastructure, cybersecurity, cloud computing, and information systems management.
 
  • Strong understanding of technology governance, compliance, privacy, and risk management practices.
 
  • Knowledge of management information systems and organizational reporting structures.
 
  • Ability to translate complex technical concepts into understandable business language.
 
  • Demonstrated strategic planning, project management, and organizational leadership skills.
 
  • Strong budget development and financial management experience.
 
  • Excellent interpersonal, presentation, communication, and problem-solving skills.
 
  • Commitment to customer service, innovation, and continuous improvement.
 
  • Ability to support and advance the mission and values of NCCF.


Physical Demands/Work Environment:

While performing the responsibilities of the job, the employee is required to talk and hear. The employee is often required to sit and use their hands and fingers to handle or feel. The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and stoop, kneel, crouch or crawl. Vision abilities required by this job require close vision working with a computer monitor. While performing the duties of this job, employees are occasionally exposed to moving mechanical parts and vehicles. The noise level in the work environment is usually quiet to moderate. Salary: $115,000 - $140,000
