Position Purpose:
The Associate Administrator/Program Director, New Beginning STFH provides operational leadership for New Beginning STFH and provides direct oversight of STFH programs (i.e., The Sterling, The Kennedy). The Associate Administrator/Program Director, New Beginning STFH serves as a key liaison between the Administrator and DC program leadership, helping to translate continuum-wide priorities into effective program operations while ensuring that jurisdiction-specific requirements, challenges, and opportunities are identified and addressed.

Salary: $95,000 - 108,000

The Associate Administrator/Program Director, New Beginning STFH serves as a key liaison between the Administrator and DC program leadership, helping to translate continuum-wide priorities into effective program operations while ensuring that jurisdiction-specific requirements, challenges, and opportunities are identified and addressed.
Essential Duties and Responsibilities:
- Provides administrative support and coordination for assigned DC programs within the Housing & Homeless Services in alignment with priorities, standards, and expectations established by the Administrator.
- Serves as Program Director for New Beginning STFH, with direct responsibility for day-to-day program operations, service quality, staffing, supervision, contract performance, and achievement of program outcomes.
- Provides direct supervision and oversight of The Kennedy STFH and The Sterling STFH programs and elevates significant performance, compliance, staffing, fiscal, or operational concerns to the Administrator.
- Supports compliance with District of Columbia and federal regulations, contracts, licensing/accreditation standards, funder requirements, and NCCF policies; assists with audits, monitoring visits, corrective action plans, and other external reviews.
- Promotes collaboration among DC programs and strengthens continuity across the Housing & Homeless Services continuum.
- Develops and maintains productive relationships with government agencies, funders, housing partners, community providers, and other stakeholders in the District of Columbia by representing and advocating for NCCF and the families served in appropriate forums.
- Provides regular updates to the Administrator regarding DC program performance, staffing, compliance, emerging risks, significant developments, and opportunities for improvement.
New Beginning STFH Program Leadership:
- Supervises designated New Beginning STFH staff and ensures effective interdisciplinary teamwork, supervision, training, and staff accountability.
- Maintains a consistent program philosophy and ensures timely, appropriate, and high-quality services to families as demonstrated through outcomes, consumer feedback, and contract performance.
- Ensures accurate and timely participation in required data and evaluation systems, including HMIS and other NCCF or funder-required reporting systems.
- Maintains New Beginning STFH program compliance with applicable laws, regulations, contractual requirements, safety expectations, and monitoring standards and ensures timely response to corrective actions.
- Ensures reports are completed and submitted timely in accordance with contract requirements or at the request of the Administrator.
- Serves as the primary program liaison with the District of Columbia Department of Human Services and The Community Partnership (TCP), and other designated contract partners, in coordination with the Administrator.
- Manages program-specific staffing, scheduling, timekeeping, on-call needs, and operational resources within established agency and budget parameters.
- Provides after-hours support and consultation to program staff regarding urgent client and facility needs as they arise.
Human Resources Functions:
- Implements NCCF's performance management system for direct reports, including probationary, annual, and interim performance reviews, with timely documentation and submission to Human Resources.
- Implements and documents progressive discipline and performance improvement processes in accordance with NCCF personnel policies and in consultation with Human Resources.
- Monitors workforce indicators including turnover, vacancies, recruitment challenges, retention, supervisory capacity, staff morale, and the operational impact of staffing patterns.
- Ensures supervisors and staff are knowledgeable about NCCF policies, procedures, protocols, systems, and role expectations, including the agency's Management Matrix.
- Ensures comprehensive, program-specific orientation and onboarding processes are implemented for new employees.
- Ensures staff qualifications, certifications, required training, and program-specific compliance requirements are maintained.
Non-Essential Duties and Responsibilities:
- Participates in agency committees, workgroups, special initiatives, and strategic projects as assigned.
- Performs other duties consistent with the scope of the position as assigned by the Administrator, Housing & Homeless Services and/or Deputy Executive Director.
Qualifications:
- Masters Degree in Social Work, counseling, psychology or closely related field. Bachelors accepted with relevant years of experience and training.
- Minimum of five years of progressively responsible experience in human services, housing, homelessness services, family services, behavioral health, or a related field.
- Minimum of three years of supervisory or management experience; supervising managers or program leaders preferred.
- Demonstrated knowledge of homelessness response systems, housing programs, government contracts, regulatory compliance, quality improvement, and outcome management.
- Experience working with District of Columbia human services systems and DC government-funded programs strongly preferred.
- Strong leadership, communication, organizational, analytical, problem-solving, and relationship-management skills.
- Demonstrated ability to manage multiple priorities and work effectively with program leaders, government partners, community stakeholders, and executive leadership.
